Bids Invited for Developing 9.7 MW Rooftop Solar Projects in Odisha

The Odisha Renewable Energy Development Agency (OREDA) has invited a request for proposal (RfP) to develop 9.71 MW of rooftop solar projects on government buildings in Odisha.

The bids are invited as part of Odisha’s plan to adopt the Renewable Energy Service Company (RESCO) model for solar power project installations across government buildings and institutions in Odisha.

The last date for the submission of online bids is November 21, 2022. Bids will open on the following day.

OREDA has provisioned for an allocation of a maximum capacity of 9.71 MW under this tender. The tentative details of project sites under the RESCO-I program are as follows:

A bidder can quote for a minimum of one or all project groups and must provide a bid security amount of ₹500,000 ($6,064)/ MW of the quoted capacity.

The successful bidder must furnish performance security for each project group as per the capacity at the rate of ₹500,000 ($6,064)/ MW within 60 days of receiving the letter of award.

Bidders must have experience installing and commissioning rooftop solar power systems of over 1 MW in the RESCO model during the last five years anywhere in India. They must also comply with the MNRE/ BIS technical standards for the equipment, and all components of the PV plant must be according to the technical specifications given in relevant IS/IEC standards.

The net worth of the bidders in the previous financial year should not be less than ₹10 million (~$121,287)/ MW of the capacity applied. Alternatively, the minimum average turnover of the bidder should not be less than ₹10 million (~$121,287)/MW of the quoted capacity for the preceding three financial years.

In case a bidder is submitting a bid for two or more project groups, then financial requirements must be met on a cumulative basis by adding the individual financial requirement for each project group for which the bidder is participating.

OREDA, through these projects, aims to support the institutions and departments to either develop the project or reduce their electricity expenses, support Grid Corporation of Odisha (GRIDCO) and state DISCOMs in meeting the solar power purchase obligation, reduce the carbon footprint for 25 years, and generate local employment.

In May, OREDA invited bids for designing, engineering, supplying, installing, testing, and commissioning 1.058 MW of rooftop solar systems and 44 solar street lighting systems at government buildings.

Earlier in the year, they also invited bids from engineering, procurement, and construction contractors for the design, engineering, supply, installation, and commissioning of 1 MW of rooftop solar systems and 1,000 solar streetlights at 50 Odisha Aadarsha Vidyalaya premises across ten districts.
